SEMINAR IN THE FIELD OF CHEMICALS 24 April 2026
The “Institute for Protection and Ecology of the Republic of Srpska” Banja Luka conducts mandatory additional training/seminars on hazardous chemicals. The additional training/seminar is organized in accordance with the Law on Chemicals (“Official Gazette of the Republic of Srpska”, No. 21/18), the Law on Biocides (“Official Gazette of the Republic of Srpska”, No. 37/09), and the Rulebook on the Program of Additional Training for Chemical Advisors (“Official Gazette of the Republic of Srpska”, No. 69/18).

The seminar is organized in synergy with the WATER-GUIDE project (Water Assessment for Transformation and Ecological Revitalization – Guidelines for Unified Integrated Design and Ecological Recovery). The project aims to contribute to the sustainable revitalization of water bodies in Bosnia and Herzegovina, with a particular focus on the Sava River basin, through the development and implementation of comprehensive guidelines based on the best international practices and adapted to local and regional conditions.
The additional training/seminars will take place on 24 April 2026 at the Pan-European University Apeiron, Vojvode Pere Krece 13, Banja Luka (first floor).
The seminar will begin at 09:30 AM, and the estimated duration of the additional training is approximately 3 hours.
The seminar is intended for chemical advisors who have completed the first cycle of higher education (180 ECTS credits) in the fields of natural sciences, medical and health sciences, engineering and technology, or agricultural sciences.
Topic I: Medical Waste – Occupational Health Protection, Legal Regulations, and Further Steps in Handling
Lecturer: Vesna Vipotnik, MPharm, Assistant Minister for Pharmacy, Ministry of Health and Social Welfare
This topic covers the regulatory framework and practical aspects of protecting workers’ health when handling medical waste, with special emphasis on safe procedures for the collection, segregation, temporary storage, transport, and treatment of waste. Particular attention will also be given to pharmaceutical waste from households, as a new challenge in the waste management system. The topic highlights the importance of an integrated approach that links occupational health protection and environmental protection, as well as the need for further strengthening of the medical and pharmaceutical waste management system.
Topic II: Chemicals in the Workplace – Safe Work and Legal Regulations
Lecturer: Džejna Milaković Ramadani, MPharm, Head of the Chemicals Department, Ministry of Health and Social Welfare
Within this topic, participants will become familiar with the basic requirements for safe work with chemicals, the obligations of employers and employees, proper labeling, storage, handling, and preventive measures, as well as the relevant regulations governing this area. The most common risks and shortcomings in practice will also be განხidered.
Topic III: Hazardous Chemicals and Occupational Safety and Fire Protection Measures
Lecturer: Goran Šobot, BSc in Mechanical Engineering, Head of the Education Department, Public Institution Institute for Protection and Ecology of the Republic of Srpska
This topic covers the main hazards arising from the presence and use of hazardous chemicals in the workplace, with special emphasis on the risk of fire, explosions, occupational injuries, and harmful effects on the health of employees and the environment. Particular attention will be devoted to recognizing the hazardous properties of chemicals, the conditions under which chemical accidents occur, as well as preventive measures related to the labeling, packaging, storage, transport, and handling of flammable liquids, gases, and other hazardous substances. The topic will also address occupational safety measures aimed at reducing worker exposure, the use of personal protective equipment, professional training of employees, and response procedures in the event of an accident, as well as fire protection measures including technical and organizational measures, safe storage conditions, fire detection and extinguishing equipment, and the employer’s obligations in accordance with applicable laws and bylaws.
Topic IV: Risk Assessment Act for Workplaces – Working with Chemicals
Lecturer: Ljubiša Milićević, BSc in Mechanical Engineering – Occupational Safety, Professional Associate, Public Institution Institute for Protection and Ecology of the Republic of Srpska
The aim of this topic is to familiarize participants with the importance and method of drafting, updating, and applying the risk assessment act for workplaces where chemicals are used. Key elements of hazard identification, assessment of probability and consequences, definition of protective measures, and monitoring the effectiveness of the implemented solutions will be covered.
